    Please take the time to research your 'facts' Microsoft's use of
    resources is bound the ARIN policies and they did qualify per
    needs-assessment just as any other transfer recipient.

    I am not certain what terms and conditions parties would want
    to bargain for, but if you can express them in clear language
    we'd be happy to consider incorporating the terms into future
    revisions of the LRSA,
