[arin-ppml] ARIN-prop-179 Reassignments for Third Party Internet Access (TPIA) over Cable (was: Re: New Policy Proposal)

I'm OK with the intent of this policy.

I'd like to see it expressed in more generic terms and have a definition for those terms added to section 2 so that it could apply to competitive access scenarios anywhere in the region rather than being defined in terms of the current situation in Canada.
