Mucking with transfer policy now, before we fully understand the
dynamics involved, is an obvious mistake. Let's take a minute to
compile and analyze data regarding transfers, look for problems, and
then solve them.

Firing policy into the dark like a shotgun from the porch swing is not
likely to result in the best possible outcome...
