[arin-ppml] ARIN-prop-180 ISP Private Reassignment

Opposed as written.  

I may change that position if words were added to indicate that this is
permissible *IF* the ISP avers they are managing the customers network *AND*
the ISP agrees in writing to accept legal communications for the customer.

I might also accept it if the Customer legal name were retained in care of
the ISP, the ISP address and telephone was used in the ADMIN PoC (with
agreement by the ISP to handle legal contacts), and the email and telephone
number for the organization responsible for network administration were used
in the ABUSE and TECH PoC's.  

All in all though, it sounds like a can of worms best avoided.
