Speaking of fees and costs for ARIN.
Inter RIR transfer results in the IP addresses leaving the scope of
ARIN management,
however,  ARIN has to create in its database, an indication that "part
of this ARIN /8"
is no longer managed by ARIN.

This means that there is a cost to effect the transfer, and a cost to
keep this entry in ARIN's database.
So who pays for the transfer cost?

Does ARIN plan to charge a special fee to request an Inter-RIR
transfer, and a recurring maintenance fee to maintain the RIR
reassignment,  or will the ARIN resource holders bear the ongoing cost
of transfers and maintaining database information  through their
annual maintenance charges?
