Bill,

I have a question for you. Right now ARIN's policy is sometimes stricter
than in other regions.  Having gotten address space in the past from ARIN,
RIPE and APNIC this could seriously be debated but the perception is that
ARIN is more difficult. This is based on the policies developed in this
region for the acquisition of address space.  Do you want to make those
policies less restrictive for transfers than for getting address space from
the free pool?

I feel that there would be a huge public outcry if another region changed
their needs based policy specifically for transfers to make it easier than
their regular needs based policy for getting space from whatever free pool
they have left.  APNIC has a policy in last call right now to specifically
add needs basis back in (in essence making their policy more stringent) so
that they can be compatible and get transfers from this region.

I am interested in peoples' thoughts on this.  Should we have two different
justifications for need, one for transfers and one for the free pool?
