[arin-ppml] ARIN-prop-150 Reclamation Hold

I oppose this proposal as written.  ARIN already has reasonable safeguards
in place and a reasonable hold-down period for reclaimed resources.

This policy would do nothing to improve stewardship of the address
space and could leave ARIN holding resources that could be allocated
or assigned to organizations with immediate need for no reason other
than to satisfy the ridiculous 3-year hold-down in this proposed policy.
