Stephen, read section 7 of the LRSA, the signatory is required to abide 
by the NRPM and the signatory also gives up any claim of "property 
rights in section 9 and the signatory also agrees to return unused numbers.

This is a significant departure from the status of "Legacy" numbers
that are not under LRSA.
