[arin-ppml] ARIN-prop-140 Business Failure Clarification

I do not support the propsal as written.

I would support the proposal if Chapter 13 were expemted. However,
at the point where an organization is being dissolved under Chapter 13,
I believe it is in the best interests of the community for ARIN to reclaim
the addresses and distribute them according to consensus developed
policy rather than have them treated as assets by the bankruptcy court.
