I would not agree.
In my mind we have been talking about transfers of already allocated 
addresses, not new allocations from our free pool.
Maybe I misunderstood, but I object to draining our free pool in this way, 
and I support language which prevents recent ARIN allocants from 
transferring and then getting new addresses from the pool, for the same 
reasons.
Although this is an elegant idea, I doubt the community is ready to drain 
the pool so directly.
