Other than the boon and wanting one, can you speak more to how you
believe this policy of grants based on ASN use contrasts with the regime
of needs-based allocations and assignments?

I fail to see how having an extra /24 per ASN, particularly for
organizations with several ASNs can be "fair".  That would simply
generate a mad rush for people to register additional ASNs.
