4) Put "legacy" back in. RSA-covered address recovery already operates
by recyling the addresses into ARIN's pool and assigning or allocating
them to ARIN registrants. Codifying it in policy is redundant and
serves to muddy the issue this proposal attempts to address: that we
want ARIN to apply the same process to recovered legacy addresses.
