For reference: there are approximately 18,995 OrgIDs in ARIN's Whois
with IPv4 registrations prior to ARIN's formation.

Of those, 11,943 have only a /24, or 62.87%.  That is a significant
percentage of organizations, but clearly a very small fraction of
the address space in question.
