[arin-ppml] Draft Policy ARIN-2010-8: Rework of IPv6 assignment criteria - adopted

Jeffrey,

You are confused. This policy is for end-user assignments. They are
not charged the same as ISPs.

The ISP fees operate as you described below. End user assignments
do not.

I don't yet know what the board will do with respect to the original
question asked.
