[arin-ppml] ARIN-2011-6: Returned IPv4 Addresses - Last Call

It's worth noting that the text below was changed from what was discussed in
Puerto Rico (the "Until a global policy..." clause was added).  IMO this
changes the effect of the proposal, softening it from its original intent to
bring it more in line with what I perceived as the consensus of the
community, that addresses should not be stuck in limbo at the IANA if there
is no policy in place to distribute them.

If anyone has any thoughts on this change, or the resulting draft policy,
please speak up!
