[arin-ppml] ARIN / Microsoft press release regarding IP address Transfers

This press release does not indicate that Microsoft followed the NRPM transfer policy. It also suggests that only a part of the total purchase was entered under RSA. Please clarify for the community: is this consistent with community developed policy and will the same relationship structure be made available to everybody?
