ISP resource holders get ARIN membership as part of their annual resource fees. End users do not. Some end users choose to be members and pay the annual membership fee. Some members are not resource holders at all.

There is no strong connection between membership and the ability to get resources.

You can be a member without eligibility for resources and you can be a resource holder without membership.
