While I agree with you in principle, I will point out that in order to do so,
it has to happen in this policy cycle, or, through the emergency
process by the BoT.

The effort here was not only to reserve the /8, but, also define how it
should be used. I don't think you could fairly define that in less text
or in a way that is easier to understand. We tried very hard to do so.
