[arin-ppml] Preemptive IPv6 assignment

They pay a one-time fee of $1250, which is what I was referring. Just to
be clear, I don't support the idea of auto-allocation, I was just giving
an example of a reason why someone might not want an allocation and why
auto-allocation was a bad idea...
