[arin-ppml] Preemptive IPv6 assignment

I was thinking along similar lines last evening, and came to
the conclusion that it made so much sense that clearly I
was not smart enough to recognize what must be the clear
and obvious (to others) objections that had been previously
discussed before I was paying attention to the ARIN PPML.
(I came up with a few issues, but none that I thought were
more important than making sure IPv6 gets deployed now).
I would support such a proposal to move forward.
