[arin-ppml] Petition for advancement of Policy Proposal #112 to Draft Policy status

I'm not planning on supporting this petition. A /10 has already been set
aside. The author could've instead suggested that 10.4 be increased to a /8,
for example which is explicit.

Unless I'm missing something, this is overly vague and without some more
explicit use, unnecessary (IMHO) and one of the time sinks with v4 policy
that we have been discussing ways to avoid.
