I believe you said you had a legacy class C.

If you sign the LRSA and show efficient use of that (180 hosts in a
class C would qualify), then, you meet the criteria of:

...or demonstrate efficient utilization of all direct IPv4 assignments
and allocations, each of which must be covered by any current
ARIN RSA...

Unless you have other assignments or allocations which are
either not covered (easy to fix) or not efficiently utilized (well
worth resolving).

That's the current IPv4 policy, and, there is a policy proposal on the
table (2010-2) to change that to /24.  I would encourage you to support
that policy proposal if you feel that would improve things.
