For some people, yes. For others, no.

It is fairly easy to show that RIR policy around allocation of addresses 
people expect to be routed is coupled in the RIR->Operator direction.

If is less easy to show why, exactly, operator policy around routing 
must necessarily dictate RIR policy.

It is especially difficult to show why, exactly, operator policy around 
routing should dictate RIR policy around allocation of objects that are 
not expected to be routed by operators.
