These are great questions with no easy answers, Scott.  It's clear that 
many people have a lot of passion around them.  Of my time I've paid 
attention to this list, I've seen the following policy goals (amongst 
others) either stated or implied:

1.  Stretch IPv4's life out as long as possible
2.  Encourage a speedy migration to IPv6
3.  Distribute remaining IPv4 addresses fairly (for some value of "fair")
4.  Maintain the registry in as accurate manner as possible.

I believe these four goals are extremely difficult to reconcile.  I 
think it would be helpful for the community leadership to hold an open 
discussion here about these and other goals.
