[arin-ppml] Policy Proposal: Sunset Clause for Liberalized Transfer Policy

While I appreciate the desire for certainty by assigning a date certain 
to when a transfer policy will end, I don't think we should establish 
such a date until we have seen the effects of the transfer policy (if 
any).  What we need now is data not more policy.
