I'm at the bottom of the food chain in an organisation with around 8,000 employees, I'm pretty sure that if I thought we needed more space from ARIN, the CEO would take my word for it and wouldn't ask to see my workings. I would expect this attestation to be in the pile of things that the CEO would just sign before moving on to the stuff which required some thought.
