[arin-ppml] Whois cleanup proposals

FWIW, the ARIN AC voted on Friday to work with all of the authors of the 
whois cleanup proposals to combine them in to a single proposal.  My sense 
  was that we felt that there was consensus in favor of the goals of 
2008-7: Whois Integrity Policy Proposal, but not for the means outlined, 
so we felt that those goals would be better accomplished by incorporating 
the various good ideas you guys proposed.
