[arin-ppml] Policy Proposal: Equitable Distribution of IPv4 Resources before IPv4 Run out

 I am not in favor of this proposal, if it does any good at all it just
forstalls the inevitable for a short time.  It comes down to whether it
is better to rip the bandaid off or peel is slowly.
