I don't understand this argument.  It's not as if superlarge members
are hoarding addresses in a corner to keep smaller players out--they
assign them to their customers.  Am I mis-assuming the nature of 
extralarges?

If you were to prohibit allocations to extralarge ISPs, all you would
be doing is preventing small companies from using the ISP of their
choice, effectively forcing them to use a small ISP.  There are many
good things about small ISPs (I've worked at a couple), but they
can't meet all needs.

IMHO.
