WIPO came dangerously close to making a statement about IP numerical addressing as property in http://www.wipo.int/amc/en/processes/process1/rfc/3/interim2_ch1.html I do not think it is a far stretch to imagine that WIPO will make a finding should a well defined case be presented to them concerning internet numbers.
