Of course one can interpret the whole world in terms of IP allocation activities if one wishes, but what is the point? IANA does not exist solely to manage the top of the IP addressing hierarchy. In fact that is likely that IP addressing is not its primary role, just another one of those legacy things, which is why an organization like the NRO exists. Not everyone on this list is an Internet policy junkie so why do you have a problem with a little bit of educational material being posted? --Michael Dillon
