My issue here is the largely ambiguous use of the words "prevent"
and "hijacking" in the text.  I suppose if it's strictly in the  
context of
allocations, that's fine, but folks might be easily confused and
presume some operational "Internet routing" association (a nudge
by one such person led me to review that text), which is clearly not
the intention.  That's all....
