It is quite common in surveys to ask more or less the same question two
times using different wording. It would not have been amiss to start the
survey with:

   Do you support any kind of transfer policy?

> All those against a liberalized transfer policy of any 
> kind...please reply saying so...

I am against any kind of liberalized transfer policy.
