Criminal law is different than Civil law,
and the agreement(s) (or lack thereof)
between ARIN and the holders of space
is a contract law issue (civil).

But, to your point, even in criminal
law, it does occur that changes in
sentencing laws result in inconsistent
terms of incarceration for the same crime.
