i think it would be best to hear from the apnic secretariat on this.
but my understanding is that one joins as an Associate Member
(AU172/year) and signs an agreement which does not play games the
holder's rights.  but, as i said, the secretariat would better speak to
this.

i suspect it would be useful if someone collected the policies of all
five registries.
