If an org is purely legacy, and they are getting their first allocation under RSA, if they claim they have met "efficient utilization" for their first allocation, they are committing fraud if they have under utilized /8's floating around. http://www.arin.net/registration/guidelines/ipv4_add_alloc.html If an org requests additional space, and doesen't have efficient utilization of existing space, this is also fraud. You can have both fraud and breach of contract for the same action, of course. Fraud is criminal not civil. Whistleblower protections apply. Ted
