Anyone who needs a stream of fresh IP addresses to stay in business  
and is still betting on IPv4 when their RIR of choice has to say to a  
LIR "you qualify but we don't have the space" for the first time is  
completely delusional.

An IPv4 address space market will be very helpful--in promoting IPv6.
