Brian,

I would suggest that the appropriate venue for this would be updates
to the various RFCs that Leo listed.

If and only if such updates are published should ARIN consider
recommending the use of prefixes longer than /64 for end-user
networks.

Even then, this belongs in a best practices or guidelines document,
not in the NRPM.

On the flip side, ARIN should avoid instructions which imply that /64
is the required minimum size for end users. Burning a /64 for every
basement was an incredibly bone-headed idea. Worse, exposing your MAC
address to the world in every single packet (as autoconf does) is a
privacy and security nightmare. Who needs cookies any more? I'll just
track the lower 64 bits of your IP address.

Stateless autoconf and /64 for the lan will eventually go down in
flames. Its not appropriate for ARIN to usurp the IETF's role and
drive that process but there's no reason for us to be among the folks
who look foolish for it.
