Taking more than you need is part of the IPv6 architecture, as well as
giving your customers more than they need. The end result of giving
everyone more addresses than they need is that you drive down the size
of the global routing table and THAT is the resource that really is in
short supply and really does need to be conserved.

As for hoarding, whenever an ISP tries to apply IPv4 thinking to IPv6,
they shoot themselves in the foot and become an address hoarder. Not in
reality, of course, but only in their own deluded frame of reference.

If you live in a desert, then it is appropriate to conserve water and
hoard some in case of drought. But if you live in a rain forest, the
same behavior is insane.
