I oppose 2007-15. I think the community is better served by having up-to-date WHOIS information than by trying to force legacy address holders to sign RSAs. Remembering that part of the value of the WHOIS is to the net at large, not just the address holder -- putting more conditions on updating the WHOIS, which will lead to more stale data, penalizes users of the net beyond just the address holder. -- Sam
