This is not an appropriate goal for ARIN policy. I will vote against any
policy that attempts to PUNISH or FORCE organizations to do something or
other.

The point as I read it...
"forces ISP's into the realization"
...really talks about educating not punishing. Though a dash of cold
water in the face like this may blur the edges.
