I am open to suggestions of more appropriate places.  While I agree
fees are not a policy matter they come up when discussing this topic
and are thus intertwined with policy.  While clearly we would send
a recommendation to the ARIN consultation policy this seems like a
more useful place to have the discussion since there is no firm
recommendation to be made at this time.
