[ppml] Policy Proposal 2007-15: Authentication of Legacy Resources - version 1.1

I still oppose this policy.  It implies that ARIN has some authority  
to force
legacy holders into an RSA.  I do not believe it is in the ARIN  
community's
interest to discontinue updates to whois for legacy holders who choose
not to sign an RSA.  I do believe we should provide whatever  
encouragement
and incentives we can towards getting legacy holders to sign an RSA.
