One way to make a free market in addresses
"less ungood" is to prevent subdivision, or only allow
it down to a certain size (/20).  To accomplish that you
would have to open said market early enough to prevent
someone else from doing it for you.

I'm not suggesting that is the path we should take but it
is one possibility of several bad options.
