[ppml] Policy Proposal 2007-6 - Abandoned

I agree.  I get the strong impression that there is much more  
opposition to this
idea on the AC than in the community.  I agree there was not  
consensus, but,
given the extremely close show-of-hands (19 for, 21 against) and the  
relatively
small number of issues raised in opposition, I feel this policy  
should be worked
on.

Discussing it with some AC members on Wed. they felt the most likely  
path
to success was to again introduce new policy proposal which takes the
feedback from the room into account.

I have introduced a general anti-fraud/reclamation policy which I think
addresses most of the concerns expressed about this proposal (but does
so in a broader and more generic context).

I am happy to work with anyone who wishes to author a new version
of this proposal.
