You can use the ftp stats at:  
ftp://ftp.arin.net/pub/stats/arin/delegated-arin-latest

to see how many end user assignments there are. They are the ones that 
are designated as "assigned" vice those designated as "allocated".

Of course, there are caveats about the ftp stats: it is a snapshot, not 
a time series so does not represent any trends or rates. Also, as you 
may deduce, this does not take into account persons who use RFC 1918 
space in lieu of using unique address space obtained from ARIN.
