To Paraphrase a classic:
	What's in a name? That which we call PI allocation 
	By any other name (LIR allocation) would smell as sweet;

    What is the operational difference between?
1)  Introducing the concept of Provider Independent addresses with
strict criteria to qualify.
2)  Redefining/relaxing the definition of what an LIR is?
