[ppml] Policy Proposal 2006-1: Residential Customer Privacy

As stated previously, I oppose this policy as written.

I would accept a policy allowing the removal of the last 3 characters of
Canadian Postal codes and providing clarification that only 5 digits
of US ZIP code are required.
