I think you are referring to the list published at:

ftp://ftp/pub/stats/ripencc/membership/alloclist.txt

This list only includes IPv4 address space that is allocated to an LIR.
Most of these organisations have address space from the central registry
that preceded the RIRs, or PI assignments requested via another LIR,
normally before they became members themselves.

You can find the IPv4 address space assigned to these organisations by
putting their names in the free text search on our web site at:

http://www.ripe.net/db/whois-free.html
