Removing topology from the definition neither changes nor retains
the current internet hierarchy.  It simply leaves it out of the definition.

It is conceivable that routing could be performed based on locators other
than the IP address of the destination.  For example, IDR could be conducted
entirely based on ORIGIN AS and AS PATH information.

The current (and at least some possible futures) can be addressed as
follows:

An IP address is an integer which identifies a particular system capable of
initiating or accepting IP datagrams.
